This was a B movie, and I saw it on tv recently. A man kidnaps young girls inside his ice cream truck and hides them in his basement.
The woman detective finds the house, finds one of the victims, and also finds the man has his daughter inside the house - He makes her play the piano for him using hands he has cut off from victims.
At the end there is a twin brother in an asylum and they reunite.
Please help me find the name of this film.
